Lilia Montoya Appointed CEO of Delaware Transit Corporation

Lilia Montoya was named the next chief executive officerof the Delaware Transit Corporation (DTC). She will work alongside current head, John Sisson, for a month as he concludes his 30-year career in public service.
Montoya has more than two decades of executive leadership experience in public transportation, overseeing multimodal transit systems, capital investments, and employee engagement initiatives. Most recently she was chief operating officer for North County Transit District (NCTD) in California. In that role, she led electric fleet deployment programs, large-scale operational transitions, multimillion-dollar budget oversight, customer service improvements, and regional transportation partnerships to improve accessibility and sustainability.
She has also led major transit initiatives at Long Beach Transit and Los Angeles County Metropolitan Transportation Authority.

“My leadership philosophy has always been centered on serving those who entrust me to lead the organization and creating a culture where that commitment to service cascades throughout the agency, ultimately benefiting our stakeholders and customers,” said Montoya.
Remarking on Montoya’s move to DTC, Delaware DOT Secretary Shanté Hastings said, “Lilia’s proven leadership, strategic vision, and deep commitment to public service make her exceptionally well-suited to lead DTC. Her experience managing complex transit operations while fostering a culture centered on people, accountability, and innovation will strengthen DTC’s mission to connect customers to what matters.”
