“On behalf of APTA and our more than 1,700 member organizations, I extend our deep appreciation to Delegate Eleanor Holmes Norton for her extraordinary 35 years of service to the District of Columbia and her steadfast leadership in championing public transportation nationwide.

“Known as the ‘Warrior on the Hill,’ Delegate Norton has been a tireless and effective advocate for public transportation. Throughout her tenure—particularly as chair and ranking member of the Subcommittee on Highways and Transit—she has led critical efforts to strengthen federal investment in public transportation, helping transform mobility in the National Capital Region and communities across the country.

“In recognition of her decades of leadership, APTA was proud to honor Delegate Norton in 2023 with our Advocacy Champion Award for her unwavering commitment to infrastructure that connects people to opportunity, drives economic growth, and advances sustainability.
