VRE Names Katie Choe as CEO

Virginia Railway Express (VRE), Alexandria, VA, has welcomed Katie Choe as its new chief executive officer. The appointment was made by the Northern Virginia Transportation Commission and the Potomac Rappahannock Transportation Commission, VRE’s joint governing bodies. Choe succeeds Rich Dalton, who retired at the beginning of October 2025.

With 25 years of program management and safety oversight leadership in the transportation sector, Choe brings a wealth of experience closely aligned to VRE’s mission. Most recently, she served as chief of staff at the Massachusetts Bay Transportation Authority. Choe has also served as chief engineer for the City of Boston Public Works, and as a program manager at Massport, the Massachusetts Port Authority.

Choe was named WTS Boston’s 2022 Woman of the Year.
