Shawn Donaghy Named as NCTD CEO

The North County Transit District (NCTD), Oceanside, CA, has named Shawn M. Donaghy as its new chief executive officer, to begin March 1. Donaghy will take over from interim Executive Director Paul Ballard, who was brought on after the retirement of long-time Executive Director Matthew O. Tucker.

Donaghy has more than 25 years of experience in public and private intermodal transportation, intergovernmental relations, and executive leadership. Most recently, he was CEO of C-TRAN, Vancouver, WA. Under Donaghy’s leadership, C-TRAN was twice named APTA’s Outstanding Public Transportation System (for 2019 and 2022).

In addition to C-TRAN CEO, Donaghy also served as chief operating officer and vice president of Trinity Metro in Texas and as chief operations officer for the Southwest Ohio Regional Transportation Authority.

For APTA, Donaghy is chair of the Bus Operations Committee and vice chair of the Mid-Size Operations Committee, is a member of the Public Transportation CEO Coordinating Council and Diversity and Inclusion Council and serves on the Bus & Paratransit CEOs and Access committees, among others.
