Public transportation has transitioned to a new post-pandemic pattern. Ridership has stabilized around new commute and non-commute trends. Fiscal outlooks remain a challenge as new strategies are under consideration to keep transit operating efficiently.

Capital projects received an injection from the Infrastructure Investment and Jobs Act, but future growth prospects for many transit systems are being undermined by a backlog of state-of-good repair needs and the rising costs for critical labor and system expansions.
