MBTA Rail Modernization Plan

The Massachusetts Bay Transportation Authority (MBTA) is developing an updated regional rail strategy. The Rail Modernization Plan will consider how the MBTA can enhance frequency, reliability, and accessibility while advancing decarbonization strategies.
MBTA general manager and member of APTA’s Board of Directors, Phillip Eng remarked on the critical role of public transportation for the nearly three-quarters of Massachusetts residents who live within the agency’s service area. “Transportation has no boundaries. I know how important it is that we create a robust and complete transportation network across the commonwealth that facilitates access to jobs, homes, economic opportunities, and more.”
MBTA notes that enhancements to the rail network will increase service while supporting broader housing, climate, mobility, and economic development goals. For example, commercially viable developments near transit stations spur future housing production.
In the coming years, MBTA plans to invest in:
- Improved frequency through the elimination of bottlenecks in the single-track, at-grade system
- Increased reliability through new locomotives and modernized layover and maintenance facilities
- Enhanced accessibility through the introduction of level-boarding at inaccessible stations
- Advancing decarbonization through development of an electrification plan and installation of discontinuous overhead catenary wire, charging, and transmission infrastructure
MBTA will launch a series of public meetings, tabling events, targeted conversations with stakeholders, and virtual engagement strategies to seek feedback and input as plans are developed.
