Leann Caver Appointed C-TRAN CEO

C-TRAN, Vancouver, WA, has selected Leann M. Caver as its new chief executive officer, effective March 1. She currently serves as deputy CEO. Caver will take over from Shawn M. Donaghy, who was recently appointed chief executive officer of the North County Transit District in San Diego County, CA.

Caver brings 20 years of experience in public transportation, starting her career as a bus driver. She spent 17 years at TriMet, Portland, OR, in various roles before joining C-TRAN’s operations team in 2021. While at C-TRAN, Caver has also served as manager of operations; director of diversity, equity, and inclusion/organizational development; chief operations officer; and deputy CEO.

Caver steps into the role of CEO with several major projects and initiatives on the horizon, including two future Vine BRT corridors serving Highway 99 and East Fourth Plain/162nd Avenue, and a comprehensive update to C-TRAN’s long-range plan.

For APTA, Caver is a member of the Racial Equity Commitment Signatories Group, Diversity and Inclusion Council, and LGBTQ+ Resource Group, and serves on the Access, Workforce Development, Small Operations, Sustainability, and Bus Operations committees.
