In Memoriam: Pam Boswell, Retired APTA Vice President for Workforce Development and Educational Services

A long-time and valued member of the APTA family, Pam Boswell, has passed away. Boswell served the association for 23 years, most recently as vice president for Workforce Development and Educational Services before retiring in 2022. Before coming to APTA, Boswell worked at the Port Authority of New York and New Jersey for 14 years.
APTA President and CEO Paul P. Skoutelas said, “We are deeply saddened by the passing of Pam Boswell. Her contributions to APTA and to our industry were lasting and meaningful, and she was deeply respected by all who had the privilege of working alongside her. Our thoughts are with Pam’s family, friends, and colleagues during this difficult time.”
Boswell was hired as APTA’s director of Program Management and Educational Services in 1999. By 2001 she was promoted to vice president, a position she remained in during the department’s renaming to Workforce Development and Educational Services in 2013 and until retirement. In 2022, she was honored with a President and CEO’s Awards for Excellence by COMTO (Conference of Minority Transportation Officials). Upon her retirement, staff reflected on her ability to ensure that “all voices are heard.” Outside of work, Boswell was involved in several nonprofit community groups and charities.
