2/25/2026

The Riverside County Transportation Commission (RCTC), CA, has selected HDR to lead the Tier 2 environmental review program for the Coachella Valley (CV) Rail corridor between Los Angeles and the Coachella Valley.
Chair of RCTC and Mayor of Cathedral City Raymond Gregory called CV Rail “a vital transportation investment” that will positively impact the region for generations. He said, “At its core, CV Rail is all about offering residents, visitors, and commuters better choices and smart alternatives to traveling solely by automobile.”
Work on the Tier 2 phase of the project will begin in early 2026, starting with a station location study and conceptual engineering to further define the project’s footprint. HDR has an interdisciplinary team with decades of experience along the CV corridor, which will lead technical analyses and community engagement.
HDR Global Transit Director Matt Tucker expressed excitement for the project. “We’re excited to partner with RCTC to advance their vision for better mobility and economic opportunities along the Coachella Valley Rail Corridor.”
HDR Project Manager Rob Klovsky spoke about the firm’s capabilities and goals for the project. “This project has a great deal of technical complexity, but it’s really about creating lasting value for the communities we serve. Our team is committed to delivering a thoughtful, collaborative process that reflects local priorities while meeting high standards for environmental stewardship and engineering excellence.”
