Foothill Gold Line Awards Construction Manager Contract to SSH Joint Venture
6/17/2026

The Metro Gold Line Foothill Extension Construction Authority announced the award of a contract to SSH Joint Venture as construction manager for the 2.3-mile Pomona to Claremont A Line extension. The Construction Authority board of directors voted on the award after a competitive procurement process. SSH consists of Skanska USA Civil West California District Inc., Stacy and Witbeck, Inc., and Herzog Contracting Corp.
This is the second of two major contracts awarded this year in advancing the A Line extension, which will include a new Metro A Line station in the City of Claremont. The initial authorization of $6.3 million supports the preconstruction phase design/engineering effort.
SSH will be responsible for providing constructability reviews, value engineering, third-party coordination, and cost estimating. This work will inform the design efforts underway by Parsons, who was awarded a six-year $60 million contract to design and engineer the extension.
Once the project design is approximately 85 percent complete, SSH will have an opportunity to negotiate a construction services contract. If successful, major construction would start as early as late 2027.
