Don Billen Named CEO of Link Transit

Link Transit has named Don Billen the agency’s next chief executive officer, effective June 1. He has served as Link Transit’s planning manager since May 2025. As CEO, Billen will oversee agency operations, strategic planning, finances, and long-term service development, while serving as Link Transit’s primary liaison with elected officials, partner agencies, and the public.

Billen brings 30 years of experience in transit planning, capital project development, and regional transportation coordination. Before joining Link Transit, he held leadership roles at Sound Transit, where he worked on planning and project development tied to major system expansion efforts and served on numerous APTA committees.

Link Transit Board Chair Erin McCardle said, “Don understands the important role transit plays in connecting people to jobs, healthcare, and opportunities. We look forward to working with him to ensure Link Transit continues to meet the evolving needs of our riders and communities.”

“Over the past year, I’ve had the privilege of working closely with the Link Transit team and learning from employees, guests, and partners throughout the region,” Billen said. “I am committed to Link’s mission of providing safe, reliable, and efficient transportation services.”

Billen is succeeding Nick Covey, who is retiring after 32 years with the agency. He thanked Covey for “more than three decades of commitment to Link Transit,” adding that “the impact of his leadership will be felt for years to come.”

Link Transit operates zero-fare fixed-route bus, paratransit, and microtransit services in Chelan and Douglas counties in North Central Washington.
