APTA Provides USDOT with Recommendations to Reduce Number, Cost of Transit Regulations

5/8/2025

APTA sent a letter to USDOT, May 5, identifying those existing regulations, guidance, obligations, and reporting requirements that may be updated, streamlined, revised, or repealed to reduce costs and burdens to public transportation agencies without impacting safety, statutory obligations, or national interests.

The letter was in response to USDOT’s recent Regulatory Reform Request for Information, part of the new Administration’s efforts to implement Executive Orders that pertain to deregulation, efficiency, and “unleashing prosperity.”

Important recommendations, APTA wrote, include changes in the following areas: Public Transportation Agency Safety Plan Requirements, Pre-Award Authority, Categorical Exclusions, Department of Labor Reviews, Drug and Alcohol Oral Fluid Testing Requirements, and Commercial Driver’s License under-the-hood testing for public transit bus operators.
