APTA Files Comments on Transit Worker Hours of Service, Fatigue Risk Management

APTA filed comments Jan. 29 on FTA’s Transit Worker Hours of Service and Fatigue Risk Management Advance Notice of Proposed Rulemaking, which was published in the Federal Register Oct. 30.

APTA’s comments highlight the association’s support for federal hours of service and fatigue risk management programs for rail and bus public transit agencies that are not currently operating under state, local, or property-specific hours of service regulations or fatigue risk management requirements. For those agencies, APTA strongly encourages FTA to adopt program requirements that are flexible and take into consideration the unique operating characteristics of each mode. Moreover, APTA strongly recommends an 18-month implementation period for any final standards for all properties.
