CATA Names Todd Horsley as Chief Executive Officer

The Centre Area Transportation Authority (CATA), State College, PA, has named Todd Horsley as chief executive officer, effective July 15. David Rishel will continue to serve as the agency’s outgoing CEO.

Horsley brings more than 24 years of experience in public-sector transportation to the role. Most recently, he was director of Northern Virginia Transit Programs for the Virginia Department of Rail and Public Transportation. He also served as chief operating officer of the Roaring Fork Transportation Authority, Aspen, CO.

For APTA, Horsley is a member of the Membership; Innovative Funding, Finance, and P3; and State Affairs committees and numerous subcommittees. He is a graduate of the Leadership APTA Class of 2013.
