Hybner Rejoins APTA

Mark Hybner has rejoined APTA as director, government affairs and advocacy. He previously served as senior legislative representative, before leaving in May of 2022 to live in New Zealand.

After returning to the U.S. from New Zealand, Hybner briefly served as an attorney for FTA’s Legislation and Regulations Division of the Office of Chief Counsel. At APTA, he will be focused on working with the membership to develop consensus recommendations for the next surface transportation authorization bill.

Prior to his first stint at APTA, Hybner worked for two Senators from his home state of Montana and was a law clerk for a criminal trial judge in New Jersey.
