Partners Selected for Significant Transit-Oriented Development in Maryland

Nearly 100 acres of property around the Maryland Area Regional Commuter (MARC) station at Bowie State University will be developed into a vibrant community centered around transit. The property is owned by Maryland DOT and Prince George’s County, both of which selected partners to develop the property.
MDOT selected Mosaic Development Partners JV and Campus Apartments as a joint development partner to lead planning of the state’s 4.6 acres. Development will include an extended MARC platform, a new pedestrian bridge, and improved bike and pedestrian circulation, as well as initial planning for affordable housing units. Maryland Transportation Secretary Katie Thomson said the station is “a prime location along the MARC Penn Line for transit-oriented development.”
Prince George’s County selected BSU MARC Community Partners, LLC, led by Gragg Cardona Souadi, to lead development of its 93-acre property, which is one of the county’s most significant TOD opportunities. The development plan envisions multifamily and senior housing, single-family homes, retail, and commercial development with walkable neighborhoods, public open spaces, and community amenities.
“MARC Train provides a critical connection that expands access to opportunity,” said Maryland Transit Administrator Holly Arnold. Further, the redevelopment has the potential to support up to 670 construction jobs, yield more than 400 housing units, and generate $108 million in state and local tax revenue. Overall, the initiative aims to advance housing, connectivity, infrastructure improvements, and long-term economic development opportunities.
