WASHINGTON, DC—Erin Slayton has been elected chair of WTS International. Her two-year term as chair follows two years as vice chair of the organization, which advances women in transportation. Slayton, HDR’s program management director, has been engaged with WTS for much of her career—she helped charter the South Carolina state chapter in 2019 after moving to the area. HDR has been named an Employer of the Year by WTS for its commitment to supporting women in transportation. The firm is a Pinnacle Partner, with more than 250 employees across North America engaged and more than 50 serving in chapter leadership positions.

WASHINGTON, DC—HDR named Maggie Adams community transportation strategy director. In this role, Adams will guide program leadership, strengthen project delivery and business development, and foster deep engagement with clients and communities. In her more than two decades at HDR, Adams has led complex transportation and urban development initiatives. She served as project manager for the Central Ohio Transit Authority’s LinkUS action plan for transit-oriented development and was the primary author of Nashville’s voter-approved “Choose How You Move” Transportation Improvement Program.

SAN FRANCISCO, CA—SilverRide promoted Tanya Castle to vice president of growth, where she will lead the company’s paratransit service expansion. Castle joined SilverRide in 2023 as director of growth. During her time in that position, the company doubled both ridership and revenue. Castle brings a decade of mobility industry experience, having led enterprise sales at Spare and at Lyft Urban Solutions (formerly PBSC Urban Solutions). She is a champion for equity and accessibility in public transportation, including as a Passenger Transport contributor. Her previous work in international development has shaped her perspective on the role of transit in economic advancement.

INDIANAPOLIS, IN—IndyGo announced the promotion of Justin Burcope to chief financial officer and Kellie Woods to chief people officer. With the organization since 2016, Burcope has held several leadership roles, most recently serving as director of budgeting. He also played a key role in securing grant funding to support operations and advance major capital investments. Before joining IndyGo, Burcope held financial analyst and budgeting roles with the State of Indiana.

Woods has been with the agency since early 2025. She started as an HR business partner and was promoted to interim director of compensation and benefits, prior to her current promotion. Woods has more than 20 years of human resources leadership experience, including working for Donaldson Company, where she managed a team of HR professionals across multiple states and countries. She is a member of the Indiana and national Society of Human Resource Management.

STOCKTON, CA—San Joaquin Regional Transit District hired Eric Williams as chief operating officer. Williams brings extensive leadership experience in grants management, sponsored research administration, procurement, contracts, and compliance. He previously served the agency as manager of grant programs. Most recently, he served as the grant and capital compliance advisor for the American Rescue Plan Act Program for Wayne County, MI, where he oversaw funding supporting operational, construction, demolition, workforce development, and other transformational community projects.

RIVERSIDE, CA—ENC appointed DJ Hammingh as regional sales manager, supporting transit agency and operator accounts for the bus manufacturer across the U.S. midwestern region. The transit sales leader has more than 25 years of experience, contributing to sales growth and supporting major commercial agreements. Most recently, he was director of business development at Transit Technical. He also served as director of sales, North America at ETA Transit Systems, regional sales manager at New Flyer of America, and transit national account director at HADLEY. Hammingh’s appointment underscores ENC’s ongoing investment in aftermarket service, parts availability, and field support.
