House Subcommittee Advances FY27 DHS Appropriations Bill

On June 5, the House Homeland Security Appropriations Subcommittee approved H.R.___, the “Department of Homeland Security Appropriations Act, 2027” (DHS Appropriations Act), by a voice vote. The House Committee on Appropriations is scheduled to consider the bill June 10.

The legislation provides $88 million for the Transit Security Grant Program (TSGP) in FY27, a decrease of $350,000 (-0.4 percent) from the FY26 enacted level. The amount provided by the DHS Appropriations Act is an increase of $47 million (115 percent) from the President’s FY27 Budget request.

For TSGP and other FEMA grants, section 302 of the bill limits administrative expenses to not more than five percent of the grant. Further, for these grants, section 303 requires:

  • FEMA to issue a Notice of Funding Opportunity within 60 days of the date of enactment.
  • Applicants to submit applications within 80 days of the grant announcement.
  • FEMA to act within 65 days of receipt of an application.

Finally, section 304 requires FEMA to brief the House and Senate Committees on Appropriations five full business days in advance of publicly announcing the intention of making a TSGP or other FEMA grant award.
