SAN FRANCISCO, CA—STV appointed Anna Harvey vice president and Northern California area manager for the company’s Transportation West operating group. In this role, Harvey will lead strategic growth initiatives, client engagement, and project delivery across the region for the firm. Harvey brings nearly 20 years of experience in civil and transportation engineering. Most recently, she served as deputy project director for the Transbay Joint Powers Authority. She is a member of APTA’s High-Speed & Intercity Passenger Rail, Planning and Program Development, and Rail Transit committees; the Strategic Engagement Council; and is a graduate of the Leadership APTA Class of 2023.

DALLAS, TX—HuittZollars named Rick Robyak executive vice president and chief marketing officer and Elaine Jin transportation practice area leader. Robyak joined HuittZollars in 2019, most recently serving as senior vice president and transportation practice area leader. In that role, he drove strategy, business development performance, and client engagement across the practice. In his new role, Robyak will lead the firm’s business development and marketing functions.

Elaine Jin rejoined HuittZollars in 2023 as a vice president in the transportation practice, bringing more than 26 years of experience in transportation infrastructure. In her new role, she will focus on expanding the organization’s footprint with Texas highway agencies, building a national transit portfolio, growing the firm’s aviation and port capabilities, and broadening services to state DOTs. She currently serves as deputy project manager for the TEXRail Extension Project.

SAN ANTONIO, TX—VIA Metropolitan Transit selected Joseph R. Rose as chief of transit police and system security. Rose brings more than 20 years of leadership experience in municipal and transit law enforcement, including serving as assistant chief of police and interim chief at CapMetro, and serving with the City of Bowie Police Department in Maryland, the Washington Metropolitan Area Transit Authority (WMATA) Metro Transit Police Department in Washington, DC, and New York City Transit Authority. Rose began his public transportation career as a bus driver before transitioning into law enforcement. He is a Texas Commission on Law Enforcement master peace officer.

RIVERSIDE, CA—ENC promoted John Obert to vice president of transit sales. Obert joined ENC in 2025 as a regional sales manager. In his expanded role, he will lead the company’s full sales organization and work closely with transit agencies to support fleet modernization and zero-emission transition goals. Obert brings more than 35 years of transit industry experience to the role, including leadership positions at Nova Bus, Daimler Buses North America, and Luminator. He is a member of APTA’s Standard Bus Procurement Guidelines Working Group.

MILWAUKEE, WI—Milwaukee County Transit System welcomed Brian E. Wojcik as chief operations officer. Wojcik brings more than 20 years of leadership experience across public transportation, public safety, and financial services to the role. Most recently, he served as senior manager of bus operations at the Chicago Transit Authority, overseeing a workforce of more than 600. His career at CTA included roles from bus driver to senior manager.

NORFOLK, VA—Hampton Roads Transit (HRT) named Angela Glass chief financial officer, having served as interim CFO since December. Glass joined HRT in 2012 and has previously served as operations budget manager, finance manager, and director of budget and financial analysis. She developed and administered HRT’s operating budget and Hampton Roads Regional Transit Fund budget, contributed to the development of the agency’s Capital Improvement Plan, developed best practices for project management, and led HRT’s COVID-19 strategy. Prior to joining HRT, Glass spent more than a decade with the city of Hampton, VA.

ANAHEIM, CA—Econolite Group appointed Hans M. Molin chief technology officer. In this role, he will lead the organization’s technology strategy and execution, unifying product management, engineering, systems software, and support functions. Molin brings extensive experience in building and integrating technologies across the automotive, commercial vehicle, and intelligent mobility sectors. He has served as CTO at Rand McNally; held key leadership roles at Bendix -Commercial Vehicle Systems LLC; and oversaw product, engineering, and marketing functions at Iteris, Inc. He began his career in engineering and program management at Volvo Car Group.

SACRAMENTO, CA—HDR promoted Scott Jarvis to U.S. west region transportation program management lead, which encompasses services such as engineering design; project controls; and expertise in environmental, safety, utilities, architectural, systems, facilities, and traffic engineering. Jarvis has nearly four decades of experience leading major transportation and public infrastructure programs. Since 2021, he served as HDR’s principal program manager and vice president. He previously held senior leadership positions with the California High-Speed Rail Authority and Caltrans.

DENVER, CO—Transdev welcomed Stuart Summers as its new vice president, marketing and communications. Summers brings more than 20 years of experience, most recently for Denver’s Regional Transportation District, where he modernized the agency’s digital presence and launched major brand initiatives. Before that, he led a major institutional rebrand at Idaho State University, worked as a television news anchor, and taught English at a university in Mongolia. Summers is a member of APTA’s Marketing, Communications, and Customer Experience Committee.

DES MOINES, IA—Des Moines Area Regional Transit Authority (DART) announced Luis Montoya as deputy CEO and chief operating officer. He brings nearly two decades of community transit experience. Montoya joined DART in 2018, where he held several leadership roles, including planning and development manager, chief planning officer, and most recently chief operating and planning officer. Before joining DART, he served at the San Francisco Municipal Transportation Agency. Montoya is a member of APTA’s Bus Operations, Zero Emission Fleet, and Mid-Size Operations committees.
