APTA Endorses Build HUBS Act, Enhancing Transit-Oriented Development
4/2/2026
In a letter to senators and representatives, APTA endorsed the Build Housing, Unlock Benefits and Services Act (Build HUBS Act) (S. 3636 and H.R. 7062). The Build HUBs Act recognizes that the Transportation Infrastructure Financing and Innovation Act (TIFIA) and Railroad Rehabilitation and Improvement Financing (RRIF) programs can be enhanced to better support vital transit-oriented development (TOD) projects across the nation.
TIFIA and RRIF should continue to principally address public transit, passenger rail, and other surface transportation infrastructure projects and needs. As an important complement to such projects, the Build HUBs Act will enable greater development near public transit to support new, affordable living and mobility options, long-term economic growth, increased job opportunities, and revitalized communities.
Public transit generates countless benefits which can be amplified when public and private entities work in tandem to deliver projects near public transit that address vital community needs. APTA applauded the senators’ focus on enabling TOD projects that will lower household transportation costs, increase ridership, reduce traffic congestion, and add to vibrant, connected communities.
