Chairman of CEQ Katherine Scarlett to Address APTA 50th Legislative Conference

Katherine Scarlett, chairman of the White House Council on Environmental Quality (CEQ), will address APTA’s 50th Legislative Conference, April 12-14 in Washington, DC.
Scarlett has many years of experience in Washington DC, focusing on the intersection of environmental policy and infrastructure permitting. Prior to being confirmed as CEQ chairman, she served as its chief of staff. She also worked as senior professional staff at the U.S. Senate Committee on Environment and Public Works (EPW) under Ranking Member Shelley Moore Capito (R-WV), covering a range of issues including permitting, wildlife, conservation, and economic development.
During her time with the EPW, Scarlett worked on a number of bipartisan bills that became law, such as the Infrastructure Investment and Jobs Act of 2021, the America’s Conservation Enhancement Act of 2024, and the Economic Development Reauthorization Act of 2024.
During President Trump’s first term, Scarlett started her federal service at CEQ as special assistant to the chairman and deputy associate director for infrastructure. She also was the first-ever chief of staff at the Federal Permitting Improvement Steering Council.
